What is a WBE?

WBE stands for Woman’s Business Enterprise. This is an independent business concern that is at least 51% owned and controlled by one or more women who are U.S. citizens or Legal Resident Aliens; whose business formation and principal place of business are in the US or its territories; and whose management and daily operation is controlled by one or more of the women owners.

This certification program was created by the Empire State Development Corporation Division of Minority and Women’s Business Development (DMWBD).

The mission of DMWBD is to promote equality of economic opportunities for MWBEs and to eliminate barriers to their participation in state contracts. The DMWBD supplements New York State’s economic leadership with information and resources that increase access to information and opportunities for minority and women-owned businesses throughout the State.

MWBD key objectives:

To encourage and assist state agencies that are engaged in contracting activities to award a fair share of state contracts to MWBEs.

To review applications by businesses seeking certification as an MWBE and to maintain a directory of certified MWBEs.

To promote the business development of MWBEs through education and outreach to agencies and MWBEs.

Who needs a WBE?

Businesses that service government contracts, government and institutional agencies are required by law to purchase a certain percentage of products and services offered by WBE’s.
